Quite often, if you already own a PC then upgrading what you already have will cost less than replacing it and buying a new computer. Usually the major outlay on a new machine can be reduced by reusing existing components and peripherals. If you are happy with your monitor and printer for instance then why pay again for a brand new monitor and printer when you can reuse the existing ones. This also applies to internal components such as the hard-drive, cd-rom drive and floppy drive. More often than not, these are sufficient for the purposes.
